The state of Oregon follows the “one bite rule,” which holds all dog owners strictly liable for the injuries that their pet has caused if they know or have any reason to believe that their animal may be aggressive.

  • Under Oregon Restatement of Torts §518, if an animal causes harm to a person or an owner is negligent in preventing harm, the animal’s owner is held completely liable for the injuries and may be held accountable for paying damages to victims.
